TARLAC CITY TANOD CHIEF BUSTED FOR DRUGS
The “untouchable” pusher now jailed.

This came when the chief of the Barangay Tanod of Barangay San Nicolas was collared in a buy bust operation in Tarlac City last February 21, 2018.
In his report, PSupt Luis Ventura Jr, head of the Police Provincial Intelligence Branch (PIB), identified the “untouchable pusher” as Manuel Pangan, 41 years old, the longtime chief of his barangay’s tanod or Bantay Bayan.
Pangan is listed as High Value Target (HVT) Level 1 Drug Personality of the province.
According to an informant, Pangan has been peddling shabu in the open despite the police’s intensive campaign against illegal drugs under Oplan Tokhang.
“Wala siyang takot sa pagbebenta ng drugs kahit marami ng nahuhuli at napapatay na mga addict at mga pusher. Kahit sa barangay hall nagbebenta siya”, said a source from Barangay San Nicolas who requested his name withheld.
Pangan was apprehended when he sold a sachet of shabu to a police poseur buyer.
Ventura also revealed a .38 caliber pistol with 6 bullets and another sachet of shabu were confiscated from Pangan.
Asked for comment, Ventura said, “Our (PIB) operations are focused on HVTs or the people involved in anti-illegal drugs who are mostly government employees. These people are destroying the public’s respect to the government. All of them must be jailed immediately”.
Ventura was recently conferred with a prestigious Medalya ng Kagalingan over a “meritorious accomplishment on the police campaign against criminality” during last Monday’s 27th Philippine National Police Foundation day in Camp Olivas, Pampanga.
He is credited for entrapping this city’s San Sebastian Barangay Chairman Sherwin Samson last month and 2 barangay kagawads and 2 municipal employees of Concepcion town.
Ventura’s intel-team also busted a municipal employee of Capas town.
Meanwhile, Tarlac Police Provincial Director SSupt Ritchie Mecdardo Posadas commended Ventura’s “outstanding accomplishments”.
