DILG awards seal of good governance to Tarlac, 6 towns
The Department of Interior and Local Government’s (DILG) awarded Seal of Good Local Governance (SGLG) to the Tarlac Provincial Government, together with the province’s 6 towns, at the Manila Hotel last Wednesday.

The 6 towns who were conferred the “much coveted” SGLG are Capas, Moncada, Ramos, Pura, Victoria and Gerona.
This year’s awarding of ‘seal of excellence’ was made more significant as the DILG ‘heightened’ the evaluation criteria. From “4+1”, or passing 4 Core Areas plus 1 among 3 other criteria, to “7 all-in”.
The 7 core areas hurdled by LGUs this year are: Financial Administration; Disaster Preparedness; Social Protection; Peace and Order; Business Friendliness and Competitiveness; Environmental Protection; and Tourism Culture and the Arts.
This year, only 17 provinces, 39 cities, and 207 municipalities were given the seal out of the 1,682 LGUs assessed nationwide.
In 2017, 448 LGUs composed of 28 provinces, 61 cities and 359 municipalities bagged the SGLG award. The country has 81 provinces, 145 cities and 1,489 municipalities
SGLG recipients are ensured of eligibility to the Performance Challenge Fund (PCF) which will be used to finance their local development initiatives and an access to other programs and capacity development assistance from DILG and other departments.
Depending on actual need and planned programs and projects, a SGLG awardee can receive from P20 Million to more than P100 Million in various funding assistance from the national government.
SGLG is made more relevant as it is one of the basic requirements in availing bank loans and some foreign grants.
The delegation to the DILG awarding at the Manila Hotel was led by Gov. Susan Yap-Sulit. Those who received their respective SGLG award were Mayor Estelita Aquino of Moncada, Mayor Rey Catacutan of Capas, Mayor Marvin Sinlao of Victoria, Mayor Concepcion Zarate of Pura, Mayor Max Roxas of Paniqui and Mayor Eloy Eclar of Gerona town.
“We have been trying our best to serve our people. The DILG award proves that we are on the right track in our policies and programs. Our perseverance and reforms paid-off”, said mayor Aquino.
For his part, Mayor Eclar said, “Kung sincere ka na para sa mga tao ang ginagawa mo, hindi masasayang ang pagod. Magbubunga ng maganda para sa bayan ang serbisyong totoo”.
Eclar, who is only on his second year as mayor, received his town’s 2nd SGLG.
