In his report, PSupt Luis Ventura Jr, head of the Police Provincial Intelligence Branch (PIB), identified the “untouchable pusher” as Manuel Pangan, 41 years old, the longtime chief of his barangay’s tanod or Bantay Bayan. Pangan is listed as High Value Target (HVT) Level 1 Drug Personality of the province. According to an informant, Pangan has been peddling shabu in the open despite the police’s intensive campaign against illegal drugs under Oplan Tokhang. “Wala siyang takot sa pagbebenta ng drugs kahit marami ng nahuhuli at napapatay na mga addict at mga pusher.
